Protection of employees’ labor, creation of safe and decent conditions for them and prevention of production accidents and professional diseases are among the priority directions in the activities of the Federation of Trade Unions of Uzbekistan.
This was underlined at the “round table” organized by the Council of Federation of Trade Unions of the republic with the participation of international organizations, ministries and agencies, deputies and senators of Oliy Majlis and devoted to the World Labor protection Day.
Based on the General agreement on socio-economic issues for the years 2014-2016 concluded between the Cabinet of Ministers, the Council of Federation of Trade Unions and the Trade and Industrial Chamber the meeting noted the expanded opportunities for reinforcement of labor protection of employees through conclusion of territorial and branch labor agreements as well as collective bargaining agreements adopted at the enterprises, organizations and establishments with consideration of requirements of the times.
Along with the establishment of an efficient control over the creation of decent conditions for employees the primary trade union organizations have achieved tangible results in the observation of sanitary-hygienic rules, prevention of industrial injuries and professional diseases in labor collectives.
A Program of action on the improvement of labor conditions and protection of labor for the years 2015-2016 has been elaborated on the basis of the General agreement. An inter-departmental working group was set up for its implementation under the Federation of Trade Unions with the participation of specialists of the ministries and departments. The activities on the protection of labor at the “Uzkimyosanoat” and “Uzdonmahsulot” Joint stock companies were examined within the framework of the program and they were provided with practical assistance.
Today representatives of Trade Unions are members of state commissions on testing the means of production and their commissioning into operation; they are also actively involved in the process of elaboration of legal documents. In particular, they took an active part in the elaboration of the draft Law “On labor protection” in its new edition.
The primary trade union organizations have organized and established the activities of 40 thousand representatives on monitoring the observation of labor safety rules. They conduct a three-stage control procedure, which enables to avoid mistakes in this sphere and promote the labor protection awareness culture. Public control has also been established over conducting timely medical checks up, especially that of women. Training seminars on this subject are conducted on the ground, specifically, recently heads of 41,6 thousand farms attended them. About 500 thousand events on the subject of labor protection have been organized at the enterprises, organization and establishments of different branches of national economy.
The opportunities for the solution of numerous issues on the basis of social partnership between trade unions, employers, government and public organizations keep expanding as a result of improving legislative and legal basis and creation of safe labor conditions. The seminar participants have pooled their experiences in this sphere and adopted recommendations on their further improvement.
A traditional ceremony of awarding the winners of the republican contest for the best organization of public control over the observation of labor protection initiated by the Council of Federation of Trade Unions was held within the framework of the seminar. Winners of contests in the nominations “The best enterprise”, “The best trade union committee” and “The best representative in labor protection” were identified and rewarded for their achievements.
An exhibition telling the story of positive experience accumulated at the Olmalyq mining-metallurgical mills, Uzbekistan metallurgical mills “Uzmetkombinat”, as well as small business, private entrepreneurship and farming entities in this field was organized for the seminar participants.
