Users must now declare purpose for all card-to-card transfers under new Central Bank rules
A number of banks and payment organizations in Uzbekistan have implemented a new requirement for person-to-person (P2P) transfers, mandating that users specify the purpose of their transactions. This update follows recommendations from the Central Bank of Uzbekistan aimed at enhancing service functionality and ensuring the correct processing of financial operations.

Under the new system, users are prompted to select the intent of their transfer from a predefined list of 16 categories before the transaction can be finalized.
The 16 mandatory categories available for selection include:
- Payment for goods or trade
- Catering and food expenses
- Debt repayment
- Financial aid
- Transfer to family or relatives
- Gift
- Delivery fee
- Rent payment
- Utility payments
- Travel expenses
- Education expenses
- Medical expenses
- Charity
- Gratuity (tips)
- Entertainment expenses
- Investment transfers
The Central Bank's press service informed Kun.uz that these updates are technical in nature and designed to improve service delivery. Officials emphasized that the introduction of these parameters does not impose any new restrictions on payments or transaction volumes, and the fundamental procedure for making transfers remains unchanged.
"The information entered by the user is processed within the standard operational framework of the mobile application and is not provided to third parties," the Central Bank stated.
Furthermore, the regulator clarified that while it issued recommendations to improve mobile app functionality, each bank and payment organization remains independent in how it implements these features based on its own software architecture and internal processes.
Security and upcoming regulations
The Central Bank continues to advise citizens to carefully verify recipient details before confirming transfers, to never share verification codes with third parties, and to make financial decisions deliberately.
This implementation comes ahead of broader changes in the sector, as new rules regarding P2P operations are set to take effect on April 22. Currently, the mandatory description feature has only been integrated into a select number of mobile applications, but more are expected to follow.
