Recently, the official Telegram channel of the Tashkent city administration published a document titled “Who issues permits for cutting trees?”
It should be recalled that on the night of June 26, during his walk along the Alisher Navoi Avenue, the capital’s khokim witnessed the cutting down of trees opposite the “Turkiston” palace.
According to the press service of the Tashkent city administration, in response to the explanatory demand, the “sawyers” presented a permit for cutting down 20 trees with a thickness of 70-80 centimeters, received through the “Single window” State service for 61,000 soums.
The Agency for State Services in accordance with the current legislation has clarified the situation.
According to the administrative regulations for the provision of state services for issuing permits for cutting trees and shrubs that are not part of the state forestry fund, approved by a resolution of the Cabinet of Ministers dated March 31, 2018, in the process of issuing permits, the State Ecology Committee sends its conclusions to the district (city) administrations, and in the case of a positive conclusion, the district (city) administration shall issue an appropriate permit.
It is prohibited to cut down trees and shrubs that do not belong to the state forestry fund without obtaining a permission provided by this administrative regulation.
On application No.9761057 dated May 29, 2019, to the Center for State Services (CSS) of the Yunusabad district, received on behalf of the department “Irrigatsiya xujaligini va kukalamzorlashtirish obyektlarinin tamirlash ixtisoslashtirilgan boshkarma” located directly at the landscaping departments of Tashkent city administration by the State Ecology Committee department of the Tashkent city on issuing permits for cutting trees and shrubs that are not part of the state forestry fund on June 4, 2019, conclusion No.884 was issued.
However, the permission for the cutting of trees and shrubs that are not part of the state forestry fund by the “Irrigatsiya xujaligini va kukalamzorlashtirish obyektlarinin tamirlash ixtisoslashtirilgan boshkarma” management was not received.
The document cited in the Telegram channel of the Tashkent city administration and a piece of paper provided by the violators were in fact not a permit for cutting down trees, but information about submitting an application to the CSS.
Authorized bodies for provision of this state service are the district (city) administrations and the territorial bodies of the State Ecology Committee. In addition, most of the collected funds in the amount of 30% of the MMW (61,000 soums) are transferred to the settlement accounts of the district (city) administrations and the State Committee on Ecology.
“Summing up, we would like to ask the press service to carefully analyze and disclose topics before disseminating them to the public,” the agency’s press service said.
