Gov’t may introduce mandatory medical examination for detainees

On December 23, at the regular meeting of the faction of the People's Democratic Party of Uzbekistan in the Legislative Chamber of Oliy Majlis, the draft law “On amending the Law of the Republic of Uzbekistan ‘On Detention during Criminal Proceedings’ to prevent cases of torture of suspects, accused, and defendants” was discussed in the first reading.

According to the draft, detainees will undergo a mandatory medical examination at the detention center before being placed there. This aims to identify injuries, damages, or wounds resulting from torture or other causes. The process will ensure the participation of a lawyer and will be conducted using modern equipment.

During the meeting, no unanimous decision was reached regarding the time frame within which detainees should undergo medical examination after being brought to the detention center. This issue will be discussed in the next meeting after consulting specialists.

It was noted that the first copy of the official medical report will be shown to the individual undergoing the mandatory medical examination and attached to the case file, while the second copy will be given to the personnel who brought the detainee.

If injuries, damages, or wounds are identified on the detainee’s body, they will be recorded in accordance with the established procedure, the detainee will be informed, and the prosecutor will be notified immediately.

It was emphasized that the members of the faction conceptually approved the draft law.
