Uzbekistan enhances legal framework to combat corruption, including in cyberspace

The decree, titled “On Measures for the Effective Implementation of Priority Tasks Identified for Further Improving the Anti-Corruption System,” aims to strengthen anti-corruption efforts across all levels of governance.

In line with the decree, a list of regulatory legal acts and a program of practical measures have been approved to fulfill the directives announced during the extended session of the National Anti-Corruption Council held on March 5, 2025.

To significantly increase the role of the parliament in the fight against corruption and crime, the chambers of the Oliy Majlis have been given the following recommendations:

• Annually identify corruption risk factors in three ministries and agencies that receive the largest allocations from the state budget and submit proposals for eliminating these risks;
• Enshrine in legislation a procedure requiring candidates for ministerial and regional governor positions to present a specific anti-corruption action plan when their candidacy is being considered by the Legislative Chamber of the Oliy Majlis or the regional Councils of People's Deputies;
• Study international practices and develop proposals for creating a solid legal foundation for effective anti-corruption measures in cyberspace;
• Establish a working group to conduct, from the 1st to the 5th of each month as part of “Crime Prevention Week,” in-depth analyses of crime causes in “red category” mahallas (neighborhoods identified as high-risk);
• Develop proposals to improve the effectiveness of local prosecutors and heads of internal affairs bodies, and prepare legislative initiatives based on public input.
