Government to introduce electricity payment limits for land and property tax debtors
Uzbekistan will introduce a pilot mechanism in Namangan region that links electricity bill payments to the repayment of outstanding land and property taxes, according to a presidential decree on improving tax collection and incentivizing active taxpayers.
The experiment, set to begin in 2026, will apply a new approach that uses the electricity billing system to recover tax arrears exceeding 1 million sum from individuals owing land or property taxes. Under the mechanism, taxpayers with debts above this threshold will face restrictions on making electricity payments until their outstanding obligations are cleared.
Authorities say the measure aims to strengthen tax discipline and improve collection efficiency by connecting essential utility payments with tax compliance. The pilot will be limited to Namangan region during the initial phase.
The decree also calls for continued rollout of a key performance indicator (KPI) system for tax authorities. The automated evaluation model, designed to function without human intervention, is expected to enhance transparency, objectivity and accountability across the tax administration.
The Tax Committee has been instructed to submit proposals to the Cabinet of Ministers by 1 October 2026 on whether the new model should be expanded to other regions, based on the results of the Namangan pilot.
