Uzbekistan to issue e-cards for criminal records
On January 10, 2019, Uzbekistan will introduce the exploitation of experimental Unified Information System "Electronic criminal-legal statistics", Kun.uz correspondent reports with reference to the presidential decree.
The new system will be responsible for maintaining a single record of information on criminal cases, materials of pre-investigation check, the results of court proceedings of cases and execution of court decisions, as well as on participants involved as defendants and victims by creating statistical e-cards.
Also, the e-card tasks consist of the introduction of electronic information exchange between preliminary investigation and inquiry between law enforcement agencies, courts and other state bodies, including by integrating information systems and databases, as well as streamlining procedures for conducting criminal-legal statistics and excluding the human factor in the process of its formation.
It is planned that the system will start operating from March 1, 2019.
After its launch, a new order will be introduced in relation to the below:
-statistical data on the detected, solved crime or other results of the investigation, as well as the persons who have committed crimes, are entered into the Unified Information System which is formed in the electronic statistical card;
-the numbers of criminal cases and materials of the pre-investigation check are attained only when the relevant statistical data are entered into the Unified Information System;
-information on the results of court proceedings and the execution of court decisions, as well as on participants involved as an accused and a victim, is compiled by courts and law enforcement bodies executing court decisions by filling out an electronic statistical card;
-information exchange of data in the Unified Information System is carried out through secure communication channels, excluding unauthorized access to the available information.
