CEC begins preparations for referendum
On June 28, the Central Election Commission (CEC) held a meeting on the constitutional referendum.
CEC Deputy Chairman Bakhrom Kuchkarov informed about the Regulations on referendum, regional and district commissions conducting referendums, referendum precincts and precinct commissions.
“We didn’t invent innovation. The system of referendum commissions shall be formed in a manner similar to the system of election commissions. The system of districts and precincts formed last year in the presidential election of the Republic of Uzbekistan will also work in the process of holding this referendum,” the deputy chairman said.
It was noted at the meeting that a group of 10 highly qualified experts will be formed to improve the skills of members of the referendum commission. These experts initially trained candidates for the positions of chairman, deputy chairman and secretary of district and precinct commissions conducting the referendum in two stages. A list of 104 trainers from the Academy, the Customs Institute and other organizations will be formed.
It is also planned to compile a list of 966 regional trainers with the help of regional staffs, a list of about 33,000 candidates for the chairman, deputy chairman and secretary of precinct commissions with the help of district headquarters.
“According to the law, after the decision is made to set a date for the referendum, a period of 1 to 3 months is set for it. The scope of the training, which will be organized in 3 stages according to the concept, is large. It is necessary to train more than 140,000 members of precinct commissions in a short period of time,” CEC Chairman Zayniddin Nizamkhodjaev said.
At the end of the meeting, draft resolutions on all issues were supported by CEC members.
It should be recalled that President Shavkat Mirziyoyev proposed to adopt amendments to the Constitution through a referendum.
