Tashkent plans to raise more than 3 trillion soums for waste disposal
A private investor will have to escalate waste recycling and introduce separate collection.
Collection, removal and processing of waste in Tashkent will be reorganized on the basis of PPP. The draft of the relevant resolution was prepared by the capital’s khokimiyat, Spot reports.
It is expected that the adoption of the document will attract investment in this area. The President instructed to introduce a new PPP model in the field of waste in 2020, and at the beginning of this year, he once again drew attention to this issue.
The agreement on the investment project is planned to be concluded for 30 years. For its implementation, the investor will establish a management company, which will receive from Makhsustrans branches in the capital’s districts and their property – buildings, structures, equipment, garbage collection and reloading points.
It is expected that during the concession, the investor will invest at least 3.3 trillion soums in the waste processing system. Also, the project company will have to pay $29.6 million to reimburse payments on the ADB loan.
So, by the end of 2024, the private partner will have to pay 300 billion soums to:
- establish three solid waste sorting centers;
- build a biogas power plant at the Akhangaran landfill;
- purchase new vehicles and containers;
- reconstruct waste collection and reloading points.
At the second stage, from 2025 to 2051, at least 3 trillion soums of investments are expected to organize work on the collection, removal, sorting and use of waste. In particular, the volume of refining should increase from 8% to 60%.
Starting from 2023, the investor will have to introduce a separate waste collection system with their division into “recyclable”, “non-recyclable”, “organic”, “hazardous household”, etc.
In addition, at the end of the contract for collection and removal of garbage with the current enterprise in a certain territory, a new service provider will be selected through E-auksion. Online bidding will be conducted with a zero initial bid.
The bill is available for discussion on the Single Portal. Comments are accepted until October 30.
