E-invoice requirement for card-to-card transfers to be canceled

After the request of the Ministry of Economy and Finance contradicts not only the laws, but also the Constitution, and after the active coverage of this topic in the mass media, the procedure for collecting information on card-to-card transfers in tax authorities will be canceled from June 1.

Starting from June 1, 2023, when payment service organizations make money transfers between individuals, the procedure for issuing and submitting electronic invoices for the services provided to them will be canceled.

This was determined in the presidential decree on the implementation of the newly revised Constitution.

From June 1, restrictions on the hours of operation of retail trade and service facilities will also be lifted.

It should be recalled that the demand for card-to-card money transfers on invoices was provided by the presidential decree in February. According to the decree, this procedure was supposed to come into force on May 1.

The operation of this procedure in practice meant that information on card-to-card transfers of millions of citizens was collected by the tax authorities, which grossly and systematically violated the privacy of bank secrets.

The Ministry of Economy and Finance, which tried to introduce this illegal requirement, has never explained why it is necessary.
