Suspicious tenders continue in Uzbekistan
The Supply Service of the Ministry of Preschool and School Education held 5 tenders for the purchase of sports equipment. Out of this, the enterprise producing bread and confectionery won 2 lots with a total amount of more than 22 billion soums. In another case, a company that manufactures ceramic products was declared the winner of a competition for the purchase of school bags.
Lately, the tenders conducted by the SUE “Supply and Logistics Service” have become quite suspicious. After all, tenders worth billions of soums are being won by business entities whose type of activity does not match the purchased product. In addition, in some cases, the enterprise that offered a low price remains, and the enterprise that quoted a high price is recognized as the winner, and contracts are made with them.
The supply service of the Ministry of Pre-School and School Education previously held 12 tenders for the purchase of school supplies, and 4 of them were won by a company engaged in the wholesale trade of wood and building materials, and one by a car washing company. According to Kun.uz calculations, contracts were signed with the winning companies at high prices of 13.5 billion soums.
A similar situation was observed in the tenders for the purchase of sports equipment (balls) held on May 3: in two of the five lots, LLC, whose activity is the production of bread, dough confectionery, cakes and pies, was declared the winner.
Case 1: 7 billion 444 million soums
A tender was announced with the initial amount of 7 billion 754 million soums for the purchase of sports equipment for schools in the Aral Sea region – 12,630 football, volleyball, basketball, handball balls and 2,526 stopwatches.
“Ko‘hna Diyor” LLC was declared the winner of the competition and a contract was signed with it for 7 billion 444 million 687 thousand soums.
According to the register, “Ko‘hna Diyor” LLC is engaged in the production of bread, dough confectionery, cakes and pies. Shohakbar Rustamov is the head of the state-registered enterprise in Balikchi district, Andijan region.
Case 2: 14 billion 305 million soums
A tender was announced for the purchase of sports equipment for schools in Fergana, Namangan and Andijan regions – 24,270 football, volleyball, basketball, handball balls and 4,854 stopwatches with an initial amount of 14 billion 901 million soums.
The competition was won by “Ko‘hna Diyor” LLC, and a contract was signed with it for 14 billion 305 million soums.
It is worth noting that business entities whose type of activity is the production of sports equipment also lost in these tenders. These aspects call into question the fairness of these tenders.
Case 3: 14 billion 675 million soums
The tender held by SUE “Supply and Logistics Service” on April 25 for the purchase of school bags is also somewhat suspicious. The reason is that the enterprise whose type of activity is the production of household and decorative ceramic products won this tender.
A tender was announced for the purchase of 149,755 school bags with an initial amount of 15 billion 200 million soums. The contract was won by “Mohi Diyor Rashidon” LLC and a contract worth 14 billion 675 million soums was signed with it.
“Ko‘hna Diyor” LLC is engaged in the production of household and decorative ceramic products. Saidahmad Akbarov is the head of the state-registered enterprise in Rishton district, Fergana region.
Earlier, the supply service of the Ministry of Preschool and School Education held a tender for the purchase of 1-11 grade exercise books and textbooks for the 2023/24 school year in English language. For some reason, it was found out that the business entity that offered a high price was declared the winner, and the LLC that offered a 30% lower price was excluded from the process. Later, the results of the tender were canceled by the report of the commission meeting on the review of complaints in the field of public procurement.
