As part of the criminal case, it is clarified that there are signs of crime in the actions of officials of the district DIA in the death of Khafizullah Turgunov.
It was said that the 21-year-old man, who is being investigated by the Chilanzar district police department, died in the hospital due to his injuries after jumping from the window of the toilet on the 4th floor. According to lawyer Abdumalik Abdullaev, the prosecutor of Chilanzar district, who got acquainted with the investigation documents, decided to initiate a criminal case under Article 208 of the Criminal Code (Inaction of the authorities).
It was recorded in the inspection documents that on May 21, a dark brown waxy substance was found from one of the passengers of a car passing through the "Erkin" traffic checkpoint, and it was determined in the court forensic examination that this substance was hashish. After that, 21-year-old young man was taken to the service room of B. Juraev, the senior operative of the district DIA anti-narcotics department.
According to the document, operatives B. Juraev, Sh. Khamidov, Kh. Akhmedov asked were asked to take the suspect to the toilet while interrogating him. It was noted that B. Juraev took him to the toilet, then the young man jumped from the window of the toilet to the roof of the one-story kitchen next to the building, fell from the roof with his head to the ground. Consequently, he was seriously injured. Despite the efforts of doctors, he died on May 29.
In the case of the death of Khafizullah Turgunov, the actions of the officials of the district DIA were inaction of the authorities, that is, serious damage to the rights and interests of citizens due to the deliberate failure of the official of the state body to perform the actions that should be performed in the context of his official duties. Witnesses were called to check whether there were signs of a crime and make a legal assessment. On June 9, a criminal case was opened at the initiative of the district prosecutor in order to interrogate, confront, and verify their statements at the scene of the incident.
The initial investigation was entrusted to the investigator of the Chilanzar district prosecutor's office.
It should be recalled that the death of the citizen involved in the investigation caused a resonance among the public. The relatives of the deceased did not believe the details in the official statement and demanded to show the video describing the situation. Doctors told Kun.uz reporter that when Khafizullah Turgunov was brought to the hospital, he had no signs of falling.
Under public pressure, the Ministry of Internal Affairs revealed new details about the case, including the capture of Khafizullah Turgunov and the video of his alleged jump from the 4th floor of the DIA building. However, the "journalistic inquiry" conducted by an employee of the Tashkent city DIA only increased the number of questions.
