At a meeting of the Council of the Senate of Oliy Majlis, the work of special economic zones (SEZs) was studied, the press service of the upper house of Oliy Majlis reports.
It was noted at the meeting that 620 projects worth 39.1 trillion soums were implemented in the SEZ. At the same time, the amount of foreign investment was equal to 11 trillion soums.
However, senators drew attention to the shortcomings in the investment projects being implemented in the SEZ:
• the lack of deadlines in the legislation for the export of products made from raw materials, materials and components imported using customs benefits;
• poor organization of placement of investment projects on SEZ land plots – including through online auctions;
• low volume of production of competitive, export-oriented and import-substituting products in the SEZ.
In this regard, the Senate emphasized the need to apply differentiated benefits and preferences, based on the economic development and territorial location of the region.
Senators also noted the importance of establishing deadlines for the export of products made from imported raw materials using customs benefits.
In addition, it was proposed to create an automated system for providing all types of government services based on the “Single Window” principle and monitoring investment projects.
