Tashkent to introduce paid parking zones with dynamic pricing

In the first phase, 13,000–14,000 street parking spaces will be introduced, with the first paid parking spots set to start operating on a trial basis in March, likely in the Mirabad and Yakkasaray districts. A full rollout is scheduled later in the year.

According to Alexander Gurko, Managing Director of Tashkent Invest, who recently shared updates on the project, the paid parking system is divided into four pricing zones: 5,000, 8,000, 10,000, and 12,000 UZS per hour, with final pricing subject to approval from the Ministry of Economy. The winning contractor for the project, Streetpark Systems, has been granted a three-year contract to manage 262,800 square meters of paid parking spaces across Tashkent’s districts.

Authorities are also assessing potential sites for multi-level and park-and-ride parking facilities. The study aims to determine suitable locations to improve traffic flow and optimize urban mobility. Preliminary tests suggest that paid parking could reduce congestion by up to 18% and increase average driving speeds by 14–15%, creating a more efficient road network and facilitating municipal services.

For non-payment of parking fees, video surveillance will be used to monitor violations, but administrative penalties for non-payment will only be introduced starting in 2026.

Additionally, plans for four multi-level parking facilities are underway in Sergeli district and near Chorsu Bazaar under a public-private partnership (PPP) model.

In December, Streetpark Systems won a second round of bidding for the right to operate the city's paid parking system, securing a three-year contract worth 62.93 billion UZS.

Tashkent's government aims to alleviate congestion by implementing modern "smart parking" technologies, ensuring that parking fees contribute to urban development while also optimizing traffic conditions.
