The law on compulsory identification, registration, and tracking of animals was signed by President Shavkat Mirziyoyev on August 6.
According to the law, animals will be identified using visual tags, microchips, or hybrid identifiers that contain a unique alphanumeric code.
All data about animals and their owners will be recorded in an electronic database, which will include the personal details of owners – whether individuals or legal entities – such as full name, date of birth (or company registration), personal identification number (PINFL) or taxpayer ID (TIN), residential or registered address, and phone number.
The database will also contain information about the animal’s origin, movements, diseases and medical procedures, dates of birth, importation, slaughter or export, as well as details about identification devices.
Each animal will be assigned a unique identification number reflecting characteristics such as age, sex, color, and breed. Records will be updated in real time through an electronic system managed by a specialized center under the Committee for Veterinary Medicine and Livestock Development.
Animal registration deadlines
Animals must be identified and registered within one month after the following deadlines:
- Cattle, sheep, goats, camels – 14 days after birth
- Horses – after 4 months
- Pigs – after 1 month
- Cats and dogs – after 3 months
Imported animals intended for keeping or breeding must be identified no later than 21 days after entry into Uzbekistan.
The law prohibits the keeping and breeding of animals that have not been identified and registered.
In the event of slaughter, death, culling, or export of an animal, it must be deregistered within 7 days.
Funding and oversight
Identification and registration of animals will be carried out at the expense of the owner, charitable funds, or the state budget. Local government bodies will participate in monitoring compliance and implementing related programs.
The procedure and stages for free-of-charge animal identification and registration, as well as the rules for tracking and deregistration, will be determined by the Cabinet of Ministers of the Republic of Uzbekistan.
