Deputies approve amendments to ban filming citizens without their consent
New regulations prohibit filming minors without the consent of their parents or guardians.

During a plenary session of the Legislative Chamber of Oliy Majlis, deputies approved in the second and third readings a draft law aimed at strengthening the protection of citizens’ rights to their image.
The bill establishes the mandatory requirement of obtaining consent before recording or using a person’s image. It also affirms that children are independent subjects of law concerning the recording and use of their images.
The document defines specific cases where filming or using a person’s image is allowed without their consent, as well as requirements to safeguard privacy when implementing video surveillance.
Amendments introduced before the second reading were designed to ensure consistent law enforcement practices and eliminate differing interpretations. In particular, the draft law stipulates that filming and using images of minors under the age of 16 requires consent from one parent or a legal guardian. Additionally, when installing video surveillance systems in public places, a clearly visible and easily understandable warning sign must be displayed.
The bill also explicitly identifies places where video cameras cannot be installed – such as changing rooms and restrooms.
“The provisions of the draft law are aimed at further strengthening citizens’ constitutional right to privacy and ensuring the protection of every individual’s right to their image,” deputies emphasized.
