Criminal investigation launched into “Tuzel Park” project linked to Imarat Development

A criminal case has been opened against officials of Perfect-Mansions LLC, the company building the Tuzel Park residential complex in the Uchchinor neighborhood of Tashkent’s Yashnabad district. The project is publicly associated with Marat Khamdamov, known for his real estate developments under the “Imarat Development” brand.
According to the Tashkent City Territorial Inspection of the Construction and Housing–Communal Services Control Inspectorate, the construction of the multi-storey residential building, including its lower-level commercial complex and underground parking area, violated the requirements set out in Appendix 5 of Cabinet of Ministers Resolution No. 200 dated 20 April 2022. Specifically, the company carried out unauthorized earthworks without registering the project with the territorial inspection as required by law.
Documents reviewed by Kun.uz indicate that Perfect-Mansions LLC, without following urban planning norms and regulations, began construction of the multi-storey residential complex without registering with the regional construction control authority or formalizing the legal procedures required for obtaining a construction permit.
The Tashkent City Prosecutor’s Office told Kun.uz that a criminal case has been initiated against Perfect-Mansions LLC officials under Article 192¹¹ of the Criminal Code (abuse of powers by officials of non-governmental commercial organizations). The investigation is being led by the Department for Investigation of Especially Serious Crimes under the City Prosecutor’s Office.
Earlier, Kun.uz published an investigative report on projects associated with Marat Khamdamov, known to the public under the “Imarat Development” name, which also mentioned the Tuzel Park residential complex.
In that report, a citizen named Ziyoda Ochilova said she had paid about UZS 134 million for a one-room apartment in the project. However, after construction failed to begin for a long time, she submitted a request to terminate her contract.
In July this year, the Tashkent city administration announced that construction work had been halted and power supply disconnected at 59 sites. The list included Perfect-Mansions LLC, the company responsible for building Tuzel Park.
According to public records, Perfect-Mansions LLC is owned by Bahrom Saitov (98%) and Mukhammad Dilshodov (2%), with Ilhom Bobokulov listed as company director. Officially, neither Imarat Development nor Marat Khamdamov appear among the company’s founders or management.
