Government introduces online application system for energy subsidies
Socially vulnerable households in Uzbekistan will be able to apply online for compensation for electricity and gas expenses. The Cabinet of Ministers adopted the relevant resolution on December 31, 2025.

The document approves the administrative regulations for reimbursing the difference between tariffs within social consumption norms and above-limit usage for electricity and gas. In particular, it allows citizens to apply for compensation independently.
Previously, applications had to be submitted at the “Inson” center. From now on, citizens can also submit their applications:
- independently through the Unified National Social Protection system;
- via the Unified portal of interactive public services;
- at public service centers;
- through the social worker attached to their neighborhood.
Applications are accepted until the 16th of each month. Reviews will be conducted automatically through the Unified Registry system, which will issue a decision on the approval or denial of compensation.
Families registered in the Social Registry will automatically be recognized as subsidy recipients. Households with per capita income below 1.5 times the minimum consumer budget (UZS 1,003,500) and meeting the criteria of “poor families” or “families receiving state support” are also eligible.
Subsidies will be denied if a family owns:
- a functioning passenger car less than 12 years old (or less than 7 years if a family member has a disability of group I or II, or a childhood disability);
- a truck, trailer, bus, minibus, excavator, tractor, combine, crane, or other special equipment less than 15 years old;
- two or more vehicles or pieces of special equipment;
- two or more real estate objects (including land plots) or at least one non-residential property;
- a subsidy already assigned for the month.
By the 5th of each month, the National Agency for Social Protection will provide the People’s Bank with a list of subsidy recipients. Funds will be transferred to the bank by the 25th and credited to recipients’ bank or social cards by the 27th.
The Ministry for Digital Development and the National Agency for Social Protection must organize the reception of electronic subsidy applications by February 1.
Compensations for socially vulnerable citizens were introduced in spring 2024 alongside electricity and gas tariff increases. They are designed to support households whose consumption exceeds social norms.
Electricity subsidies cover up to 150 kWh above the current monthly limit of 200 kWh. For natural gas, subsidies apply to up to 250 cubic meters during the heating season and 150 cubic meters during the rest of the year.
