According to the Legal Information Telegram channel, the document applies specifically to enterprises categorized under the first and second groups of environmental impact. The decree outlines a phased mechanism designed to encourage industrial facilities to modernize their ecological monitoring and filtration systems.
The incentive program is structured into two distinct phases, each offering significant financial relief for participating businesses:
- First stage – Monitoring: To qualify for initial benefits, an enterprise must install a dedicated station for the background monitoring of atmospheric air pollution. Upon successful installation, the government will provide a write-off of existing debt related to compensation payments for environmental damage. Furthermore, 50% of the compensation payments typically transferred to the national budget will be refunded to the enterprise over a period of two years.
- Second stage – Filtration and treatment: Enterprises that have completed the first stage must, within the following year, equip their production lines with dust and gas purification units or local wastewater treatment plants. Those who meet these technical requirements will see their refund rate increase to 70% of the compensation payments directed to the national budget for a duration of two years.
The decree ensures a relatively swift administrative process for businesses seeking these incentives. Notifications and supporting documentation submitted by enterprises will be reviewed by relevant authorities within a maximum of 15 working days from the date of receipt. Following a successful review, a formal conclusion will be issued to grant the specified incentives.
