Uzbekistan maintains legal framework for part-time education despite admission suspension

Part-time and correspondence education remains part of the legal framework in Uzbekistan, and admissions could be resumed if sufficient demand arises. This clarification was provided by the Minister of Higher Education, Science, and Innovations, Kongratbay Sharipov, during a press conference held on April 15.

The Minister dismissed recent claims suggesting the system had been completely abolished, calling such reports inaccurate. He explained that while the format still exists legally, the current demand for this specific educational model is low.

According to Sharipov, part-time programs could return to the academic calendar if a clear need is identified – particularly in instances of significant staff shortages within industrial sectors. If such a demand emerges within the next 4-5 years, the ministry is prepared to reopen admissions for these specialized tracks.

A key factor in the current suspension is the evolution of the educational landscape. Sharipov noted that distance learning is gradually replacing the traditional correspondence format. This shift allows working adults to pursue higher education through online programs without leaving their jobs. Consequently, the suspension of part-time admissions does not mean that employed individuals have lost access to degree programs; rather, the delivery method has modernized.

In previous discussions regarding the policy, the Minister emphasized that the decision to suspend correspondence education was largely driven by concerns over academic quality. He maintained that distance learning programs offer a more robust platform where oversight and quality control are significantly stronger, ensuring that graduates meet the necessary professional standards.
