Kazakhstan ratifies green energy strategic partnership with Uzbekistan and Azerbaijan
President Kassym-Jomart Tokayev has signed the law ratifying a strategic partnership agreement between Azerbaijan, Kazakhstan, and Uzbekistan focused on the production and transmission of green energy.

According to the news agency Kazinform, the document was originally signed by the heads of the three states on November 13, 2024, during the climate summit in Baku.
The primary objective of the agreement is to establish a strategic partnership based on legal equality among the parties to strengthen cooperation in clean energy and energy efficiency. The document outlines a comprehensive framework for the implementation of joint projects involving the production and trade of environmentally friendly hydrogen and ammonia. Furthermore, it seeks to create unified technical and administrative conditions for the reliable cross-border transmission of renewable electricity.
Under the terms of the partnership, the three nations will define the technical and commercial conditions necessary for the stable transfer of green power. This includes the introduction of new energy-efficient technologies and the development of critical infrastructure designed to export energy to Europe and other international regions. A significant aspect of the agreement involves expanding domestic grids and exploring potential connections to the "Black Sea Energy" submarine power line.
To ensure the effective management of the partnership, the agreement provides for the establishment of a Steering Committee. This committee will operate on a parity basis and meet at least twice a year. Additionally, a dedicated Working Group will be formed to draft annual cooperation plans. The agreement also establishes a strict confidentiality regime for shared information and outlines a dispute resolution process through formal consultations and negotiations.
