President Mirziyoyev signs decree raising salaries of civilian defense personnel

President Shavkat Mirziyoyev has signed a decree aimed at strengthening social protection for military personnel and civilian workers within the country's defense sectors. The new measures were announced by Minister of Defense Shukhrat Kholmuhammedov following a high-level review meeting.

Under the new directives, the salaries of civilian employees working within defense affairs agencies will see a phased increase. Their wages will first be raised by 20% starting July 1, followed by an additional 50% increase from January 1, 2027. Furthermore, servicemen stationed in Tashkent and Samarkand will receive a 25% increase in their monetary compensation for residential rent.

Digitalization of military registration

The Defense Ministry presented proposals to the president to digitalize the military registration system, as well as the operations of medical and draft boards. These reforms are being implemented as part of a broader effort to introduce a "zero bureaucracy" standard across defense affairs agencies.

According to the Defense Minister, the new system will automate enrollment. Information on 16-year-old citizens who receive their national ID cards will automatically flow from the Ministry of Internal Affairs data systems into the military registration databases.

In addition, the requirement for youths to undergo medical examinations directly at local defense affairs departments will be abolished. Instead, all mandatory medical checkups will be transferred to central multi-profile polyclinics located in respective districts and cities. The integration of these digital services is expected to eliminate redundant bureaucratic hurdles and ensure maximum transparency for citizens.

Upgrading air defense and aviation

The presidential decree also addresses the operational efficiency of the country's air defense systems, high-precision weaponry, and military aviation.

An Air Force Combat Command is being established on the basis of the existing Air Defense Forces and Air Force Command. The Defense Minister stated that this reorganization, alongside the deployment of new units equipped with precision weapons and unmanned aerial systems, is designed to double the combat capabilities of the national military aviation and air defense forces.
