Samarkand region to receive $100 million for infrastructure upgrades and renovation projects

President Shavkat Mirziyoyev has approved a comprehensive package of measures aimed at driving the socio-economic and structural development of Samarkand region. The initiative allocates a total of $100 million to upgrade industrial infrastructure, social facilities, roads, water supply systems, power grids, and irrigation networks, alongside backing local service and urban renovation projects.

The development strategy focuses heavily on industrial expansion and job creation. Key objectives include lowering unemployment and poverty rates in Kattakurgan and three other designated districts, boosting export volumes across eight districts by 20%, and doubling industrial manufacturing and market service capacities across 10 cities and districts.

As part of the industrial push, relevant authorities will draft a proposal to establish a 100–hectare industrial zone in the Narpay district, focusing on high value-added goods. The project aims to secure an investment volume of $500 million. Financing will be mobilized through several channels, with $200 million raised via Uzsanoatqurilishbank, $200 million through the Light Industry Agency, and $100 million through the Uzeltexsanoat Association. The government also intends to attract 10 large Japanese corporations to the region by the end of 2028.

In tandem with industrial goals, urban beautification efforts in Narpay will see the development of a 2–kilometer section along the waterfront of the Narpay canal, transforming it into a dedicated zone for recreation and commercial services. The Samarkand regional administration and partner agencies have been directed to make commercial land lots along the canal available via public auctions within a month.

Further economic expansion is planned for the Jomboy district, where a 23.6–hectare land plot in the Sukhmon neighborhood will be integrated into the Urgut Strategic Economic Zone (SEZ). The newly annexed territory will accommodate manufacturing projects valued at up to $90 million, focusing primarily on import-substituting and export–oriented products.

The state directive also targets critical infrastructure deficits in remote or underdeveloped areas. In the Koshrabot district, seven neighborhoods will benefit from the construction of 22.3 kilometers of new roads and 108.3 kilometers of electrical networks, alongside the installation of 32 power transformers and the drilling of an irrigation well.

Additionally, the Ministry of Energy has been tasked with constructing the 42–kilometer "L–Gornorudnaya–1,2" power transmission line to the Urganji neighborhood in Koshrabot by the end of 2027, as well as finalizing the substation and power grid infrastructure at the Chimmos massif.

The local administration will also repurpose existing state assets. The Entrepreneurship Center building in Kattakurgan will be transferred directly to the local administration to be converted into a multi-functional facility housing a youth center, an IT complex, and a public library.

In the regional center of Samarkand, public infrastructure will be expanded significantly before the end of 2026. Authorities will construct swimming pools, tennis courts, mini-stadiums, a cinema, a cultural center, and dedicated music and arts spaces on a section of the Temiryolchi massif, which forms part of the broader New Uzbekistan residential project.

The president has also allowed a three-month window to finalize a comprehensive urban renovation master plan for the Kimyogarlar settlement situated on the outskirts of Samarkand city. Other priority urban development goals include upgrading the main water pipeline originating from the Choponota complex and expanding the city's public transport fleet to 500 operational buses.
