Resolution No. 411 approves the regulations governing qualification examinations for the national certification of primary school teachers and introduces a financial incentive for educators who successfully complete the assessment.
Under the new rules, teachers with a degree in primary education who teach primary school classes and earn a B+ or higher national certificate will receive the additional payment from the state budget for all subjects taught in the relevant language of instruction. The supplement will be paid throughout the validity period of the certificate.
The Knowledge and Qualifications Assessment Agency has been designated as the body responsible for administering the certification system. Applicants will be required to submit their applications electronically through the my.gov.uz portal.
Candidates must pay an examination fee equivalent to 1.5 times the base calculating amount applicable on the date of application.
Examination results will be assessed using the internationally recognized Rasch measurement model. Candidates scoring more than 70 points will receive an A+ certificate, while scores of 65–69.9 will be awarded an A, 60–64.9 a B+, 55–59.9 a B, 50–54.9 a C+, and 46–49.9 a C.
The qualification examination will assess applicants' knowledge of primary school subjects, teaching methodology and pedagogical skills through a written test.
Teachers who pass the examination will receive a QR code-enabled electronic certificate through the my.gov.uz portal within one working day. Candidates will also have the right to appeal their results within three days of their publication.
