The proposed changes would remove the housing-size requirement when spouses, parents and children, grandparents and grandchildren, or siblings register at each other’s homes. If a property is smaller than the established social housing norm, this would no longer prevent close relatives from registering there.

A separate procedure is proposed for students living in dormitories. The social housing norm would not apply when students register at their dormitory addresses.

The bill would also simplify registration for homeowners and their close relatives when a property is subject to a seizure or registration restriction. Under the proposed rules, registration would not require consent from a bank, court, Bureau of Enforcement or another authority that imposed the restriction.

At the same time, the bill proposes introducing a mechanism under which a person would give prior written consent to their registration. This is intended to protect the legal interests of mortgage holders and state authorities.

Under the proposed mechanism, a person’s registration could subsequently be cancelled at the request of the mortgage holder or the authorized body that imposed the seizure or restriction.

The bill was approved by lawmakers in its first reading.
