The plans were presented on September 21 as President Shavkat Mirziyoyev reviewed major transport and logistics projects, according to the presidential press service.
More than 42% of the country’s freight transport sector is estimated to operate in the shadow economy. The Ministry of Transport has proposed a unified digital transport system to address this and streamline the way carriers, transport orders and services are registered and managed.
One of the sector’s key gaps is the absence of a unified register of freight vehicles operating within the country. There is also no single electronic platform bringing together transport orders and services.
Under the proposed system, authorities would establish a register of carriers and introduce an aggregator for electronic waybills and transport orders.
For international freight, Uzbekistan plans to expand the electronic exchange of permits and introduce real-time cargo tracking.
The ministry says the digitalization of transport will make services more convenient for carriers, help bring informal activity into the formal economy and increase transparency across the sector.
The presentation also covered plans to develop specialized transport and logistics hubs in Khanabad, Angren, Yangiyul, Ohangaron, Alat and Termez.
A total of 17 projects to establish logistics centers and terminals are planned in Tashkent city and the Tashkent, Andijan, Surkhandarya and Bukhara regions. Officials discussed the proposed locations of the facilities, as well as plans for attracting investors, financing the projects and providing the necessary infrastructure.
