The draft document, published on the portal for public discussion of draft regulations, would introduce automated processing into the existing procedures for completing and clearing passenger customs declarations. Under the proposal, customs systems would process eligible declarations using special algorithms without human intervention.
Automated clearance would be available only for declarations assigned a low-risk rating by the Customs Committee’s risk assessment system. Declarations containing information about currency valuables, goods prohibited from import or export, or items subject to mandatory declaration would not qualify.
The proposed procedure would also remove the requirement for a customs officer’s electronic digital signature when a declaration is processed automatically.
The draft is currently open for public consultation, with comments and suggestions accepted until October 25.
In late September, Uzbekistan introduced an online service for submitting passenger customs declarations through the Unified Portal of Interactive Public Services. The service allows citizens to declare in advance mobile phones, household appliances, jewelry and other valuables brought into the country for personal use.
Travelers must present the completed declaration to a customs officer when crossing the border. The service is free of charge.
