Government strengthens regulations on reuse and recycling of construction waste

Uzbekistan will implement stricter rules for the handling and recycling of construction waste starting in 2026. The measures aim to reduce environmental impact, improve safety, and strengthen oversight in the construction sector.

Beginning 1 February 2026, construction companies and manufacturers will be required to send hazardous construction materials, identified as unsafe and subject to mandatory withdrawal from use, either to specialized recycling facilities or to designated waste disposal sites. These obligations must be carried out under formal contracts with licensed enterprises specializing in construction waste processing.

Mandatory directives issued by the Construction Control Inspectorate and the Inspectorate for Technical Regulation regarding the disposal of such materials will be integrated into the Ecology Committee’s Situational Center, enabling more coordinated monitoring and enforcement.

Further tightening will come into effect on 1 June 2026, when a new set of rules for the reuse, recycling, and disposal of construction waste becomes mandatory. Under these requirements:

  • Project documentation must include assessments of the volume of waste expected to be generated during construction, designated waste collection points, and technical solutions for handling and processing that waste.
  • To prevent negative impacts on air quality, developers must take measures – consistent with existing urban planning norms – to minimize dust and unpleasant odors during construction.

The reforms are part of Uzbekistan’s broader effort to modernize waste management practices and reduce the environmental footprint of the rapidly expanding construction sector.
