Uzbekistan to allocate around UZS 1.5 trillion for air quality improvements

Uzbekistan is preparing to allocate funding for measures aimed at improving air quality. The plan was discussed at a meeting of the Legislative Chamber of Oliy Majlis on 3 December.

The measures were outlined during deliberations on the draft law “On the State Budget of the Republic of Uzbekistan for 2026”.

“According to our forecasts, additional revenues generated under the decree will amount to UZS 548 billion in 2026. A special commission is working in Tashkent to improve the environmental situation, and a round-the-clock operational headquarters has been established. Work is being carried out in three directions. Yesterday, instructions were issued on urgent and long-term systemic matters. They must be scientifically grounded and based on calculations. We are developing a plan, and the new system will ensure its effectiveness,” said Jusipbek Kazbekov, Deputy Chairperson of the National Committee for Ecology and Climate Change.

Deputy Prime Minister and Minister of Economy and Finance Jamshid Kuchkarov also commented on the issue under discussion.

“We have been tasked with allocating UZS 900 billion and transferring it to the fund (the State Targeted Fund for Eliminating Environmental Problems) by the end of this year. Subsequent readings of the budget will clarify all details,” Kuchkarov stated.

The State Targeted Fund for Eliminating National Environmental Problems was established under a presidential decree dated 18 November 2025 within the National Committee for Ecology. The fund is intended to finance nationwide environmental projects, research, and programs aimed at addressing environmental challenges.

Its resources will include:

– UZS 900 billion from the republican budget in 2025;

– nearly UZS 550 billion from the budget in 2026 for specific activities.

Starting from 1 January 2026, the fund will also receive:

• 20% of revenues from carbon credit trading;

• a designated share of fines and compensation for environmental damage;

• 10% of the recycling fee paid for imported vehicles.
