Uzbekistan drafts new rules to regulate the higher education system

Uzbekistan plans to approve a new Regulation on Higher Education under an order issued by the Minister of Higher Education, Science and Innovation, in line with the Law On Education and a Cabinet of Ministers resolution. The document defines how the higher education system is managed, outlines the structure of bachelor’s and master’s programs, and sets out the rights and obligations of students and academic staff.

The draft proposes approving the Regulation on Higher Education as set out in Annex No. 1, while a number of ministerial regulatory acts listed in Annex No. 2 will be repealed.

According to the document, the higher education system covers levels 6, 7 and 8 of the National Qualifications Framework and is designed to train highly qualified specialists. The duration of study will be:

• bachelor’s degree – no fewer than 3 years

• master’s degree – no fewer than 1 year

The document states that the main goal of higher education is to prepare competitive, independent-minded, patriotic and high-potential specialists who meet the country’s long-term development priorities.

The regulation governs the following areas:

• development and implementation of state educational standards for higher education, qualification requirements, curricula and academic programs

• types of higher education institutions – universities, institutes, academies, conservatories, higher schools and branches – and their functions

• students’ rights to education, scholarships, dormitories, academic leave and participation in research, as well as their obligations to comply with internal rules

• rights and duties of academic staff related to teaching, curriculum development, scientific and creative activity and incentive measures

• governance of higher education institutions, including the powers of rectors and academic councils, and the principles of financial autonomy and property management

• international cooperation, joint educational programs, double-degree tracks and mechanisms for student and faculty exchanges

The regulation also provides for the organization of the educational process based on the national credit-modular system, the introduction of clear criteria for assessing the quality of education and the effectiveness of training.

Compliance with the regulation will be monitored by authorized bodies, and individuals who violate its provisions will be held liable in accordance with the law.
