Tuition fees for higher education to increase from next semester

President of the Republic of Uzbekistan signed a decree "On increasing the salaries, pensions, stipends and allowances" on October 13. In compliance with the decree, which will come into force starting from November 1, 2018, salaries of employees of budgetary organizations, pensions, stipends and allowances will be increased by 10% and the minimum wage will be set as 202,730 sums in the country.

From now onwards, whenever the minimum monthly wage is increased, it will also reflect respectively on the payment-contractual prices of higher education institutions in Uzbekistan.

This is due to the fact that the Annex 2 of the State Acceptance Commission dated July 4, 2018, stipulates that payment-contract costs are linked to the minimum monthly wage. That is, when the minimum wage increases, the cost of being an undergraduate student becomes higher. Here are two important things to consider.

Firstly, this change in the contract price does not apply to students enrolled on the basis of the "super-contract".

In March 2018, by the order of the Minister of Finance, the Resolution "On the order of payment-contractual form of higher and secondary vocational institutions and distribution of funds collected from them", had been introduced amendments and additions. According to paragraph 18 of the new revision, fees for basic education on the basis of payment-contract may be revised in the academic year due to changes in costs and tariffs for energy, utilities and utility services, but with the exception of the "super-contract" payment agreement.

Secondly, if the amount of contractual education changes during the academic year, the contract value will be increased from the beginning of next semester. It means, the minimal wage will increase from 1 November, but the contract price rise will be effective from the spring semester (March).

No additional payment is required for the first half-year contract. However, students, who have made a one-year pre-payment, need to pay for the difference caused by the increase in the contract in the spring.

Nowadays, for Bachelor's degree 45-60 times and for Masters 49-66 times of the minimal wage are paid. According to new prices, the cheapest tuition is 9,122,882 sums in bachelors and 9,333,770 sums in magistracy.

It should be noted that last week, the first half of the payment-contractual education for students of the first year prolonged until October 31, for students of the second and higher courses until November 15.
