Draft of the new procedure for registering cars and issuing number plates publicized

The Ministry of Justice has published a draft decree of the Cabinet of Ministers, which proposes to introduce a new procedure for registering cars and obtaining number plates – as simple as possible and excluding corruption, the Agency for Public Services, which developed the document, reports.

The project proposes to launch an experiment, under which in Tashkent from May 1 of this year, registration of cars and the issuance of number plates will be held at the Centers for Public Services. Both new cars and used ones can be registered.
 
For registration, only a passport and a document certifying the right of ownership (this may be an invoice certificate from a car dealership, a customs declaration or a contract of sale) is needed.

Service time is 1 hour. The agency believes that the new order will allow solving two main problems – bureaucracy and corruption.

The agency also proposes to cancel the requirement to conduct an inspection (including technical) of the car during its registration. 

“There will be no risk, because all of this has already been done when buying new cars – the car dealership issues an invoice after the inspection is carried out, the engine, identification chassis (frame), brand, model and so on are verified,” the agency reported.

Briefly, citizens can come to Centers for public services to register a car and get a number plate without the car itself.

No inspection is required even if the car is reregistered, because the internal affairs bodies conduct an inspection when they are bought and sold in the secondary market. Notaries, in turn, certify transactions based on this information.

The project also embraces the process of purchasing number plates. It is proposed to fully automate, eliminating the human factor. Each registered number will be displayed on the board in real time at the Centers for Public Service.

In addition, it is proposed to start selling palindromic number plates (for example, 212, 343, 717 and so on) through the online auction.

To eliminate corruption, the number plates will be issued automatically, and the buyer will not be able to refuse or exchange it. Thus, palindromic number plates will not be issued by a person, but by the system itself. The additional payment here is one minimum monthly wage.

One can make suggestions and comment on the project until April 28.
