Ministry of Interior commented on early release of Islombek Tulaganov
Islam Tulyaganov – convicted of the murder of a student of the Tashkent Medical College Jasurbek Ibragimov, was released from prison, as he did not violate the sentence and served conscientiously to work.
According to the Ministry of Internal Affairs, currently Tulaganov is “serving a sentence under the supervision of the Probation Service of the Mirzo-Ulugbek district in Tashkent”.
The ministry declared that according to the Criminal Code of the Republic of Uzbekistan, a humane act in the form of a replacement of the sentence with a lighter sentence can be applied to prisoners who have served a certain part of the sentence imposed by the court.
“In accordance with paragraph “b”, Part 3 of Article 90 of the Criminal Code, after I. Tulaganov’s serving one fourth of the actual punishment term, on December 20, 2018, the Navoi city court on criminal proceedings determined for him replacement of the non-served part of the imprisonment sentence in the form of correctional work with 20% deduction from wages to state income,” the Ministry of Internal Affairs stated.
Based on the decision of the Navoi city court on criminal proceedings, I. Tulaganov was released from prison and is currently serving a sentence under supervision of the Probation Service of the Mirzo-Ulugbek district in Tashkent.
It should be recalled that a student of the medical college named after Borovskiy Jasur Ibragimov died on June 1, 2017 in an intensive care unit of a hospital after several operations. The cause of the death was injuries sustained in a fight with a fellow student in early May.
At that time, the lawyers of the complainant party stated that it was a group beating, but only one defendant – Islombek Tulyaganov was accused of causing serious bodily harm.
The Mirabad district court on criminal proceedings in Tashkent city found Tulaganov guilty. He was convicted under Article 104, Part 3 (intentional grievous bodily harm resulting in the death of the victim) and received a sentence of imprisonment for a term of 6 years.
