Self-employed individuals to be granted temporary employment certificates

A draft resolution of the Cabinet of Ministers “On introduction of temporary employment certificates for self-employed individuals” has been published on the portal of discussions of normative-legal acts. 

If the draft document is approved and enters into force, then from July 1 of this year, temporary labor certificates for self-employed citizens should be introduced in Uzbekistan, giving their owners the right to record work experience and receive incentive benefits.

According to the draft document, self-employed citizens include individuals who have received temporary labor certificates in accordance with the established procedure, independently performing at their own risk and property liability based on personal labor participation, providing services, performing work for individuals and legal entities, directed  to receive their labor income, who are not registered as individual entrepreneurs and who do not use the labor of hired workers in their activities.

The issuance of a labor certificate to self-employed citizens will be carried out by labor agencies, regardless of their place of permanent residency (extraterritoriality) on a paid basis, with sending part of the payments as self-employed pension benefits.

The certificate will be issued in accordance with the application of an individual for a period of 1 to 12 months.  At the same time, after the expiry of the labor certificate, the self-employed person can re-apply for a new labor certificate, since the number of repeated applications is not limited.

To obtain a certificate, a self-employed person must pay 0.5 to 4.5 times MMW, depending on its validity period.
