Kusherbayev: Khokims put themselves above the law
On July 29, TV channel “Uzbekistan” broadcast the program “Munosabat” (“Attitude”).
Participants of the program discussed the President’s initiatives, which were announced on July 23, during a video-conference meeting on the issues to further develop small business and entrepreneurship.
It should be recalled that at that time, the president said that “demolishing property belonging to entrepreneurs without reasonable need is absolutely unacceptable”.
Deputy of the Legislative Chamber of Oliy Majlis Rasul Kusherbayev also expressed his opinion on the activities of khokims and demolition problems.
“At the end of each month, deputies meet with their voters. At other times, people’s representatives are engaged in rulemaking. Honestly, only a few khokims listen to the deputies. Khokims have overly broad powers,” he said.
According to Kusherbayev, khokims put themselves above the law.
“Khokims think that everything is permissible for them, and they put themselves above the law. They consider themselves to be judges and prosecutors. There are too many such examples. That is why orders and decrees are not being executed at places. A good khokim should listen to the people. Now many khokims work in accordance with the principle “it is necessary to demolish, we will demolish”, the deputy concluded.
