Regions of Uzbekistan to get more freedom in managing the budget

The Legislative Chamber of Oliy Majlis discussed the draft law “On the State Budget for 2020”. 

According to the bill, from now onwards the republican budget will be adopted by Oliy Majlis, and local budgets - by the councils of people’s deputies. Cost items will be approved not by field, but by ministries and departments. The reform also provides for a phasing out of a centralized budget policy. So, to strengthen the revenues of local budgets, they are transferred fees from the registration of motor vehicles.

Revenues from the excise tax on alcohol and the provision of mobile services will be redistributed between the regions based on the size of their population. The excess revenues from value added tax and corporate income tax will remain at the disposal of the regions. 

To date, local khokimiyats have not had the authority to approve their budgets. Adoption of new standards will allow regions to better manage their income.
