Shavkat Mirziyoyev signs law on presidential state security service

President Shavkat Mirziyoyev signed the law “On the State Security Service of the President of the Republic of Uzbekistan”.

The law provides for the followings: 

  • the main activities of the Presidential State Security Service;
  • ensuring the safety of protected persons, security of protected facilities from external and internal threats, etc.

The scope of persons protected under this law is also defined:

  • the President and his family members, the former President and family members throughout his life, the person performing the duties and powers of the President;
  • heads of foreign states, governments, parliaments, international organizations and other persons in accordance with the agreements.

According to the document, the organization is a specially authorized state body that ensures the security of protected persons and facilities, as well as coordinates the activities of government agencies and other organizations involved in security of protected persons and facilities, their cooperation and operational management.

The Presidential State Security Service (PSSS) is headed by a Chairman, who is appointed and dismissed by the President. The president’s state security service reports directly to the President and is accountable to him. It is mandatory for citizens and officials to follow the lawful orders of PSSS staff.

According to the law, the Presidential State Security Service implements a unified state policy in the field of security of protected persons and exercises its powers independently from any state bodies and other organizations.

According to this law, the Presidential State Security Service has 41 categories of rights. These include checking the questionnaires and other necessary information of persons communicating with the protected persons, submitting a petition for dismissal of employees of state bodies and other organizations in case of receiving defamatory information. It also has the right to detain offenders, ensure information security at the facility where the protected person is located, block radio waves in the area when necessary, stop the movement of pedestrians and vehicles and much more.

In addition, the PSSS submits an application to the prosecutor’s office and the judiciary on information that discredits the honor and socio-political activities of persons protected.

The staff of the organization is replenished on a voluntary basis with citizens of Uzbekistan who have successfully passed the examination for professionalism, served in the army or in the mobilization reserve. Citizens of the reserve or reserve of the Armed Forces, government agencies and other organizations, as well as female citizens of Uzbekistan who do not have the appropriate professional training in military accounting are also accepted.

Priority will be given to military personnel of government agencies while hiring new staff.

The law “On the State Security Service of the President of the Republic of Uzbekistan” has come into force today, on the day of its official publication.
