Rules for catering and retail trade to be simplified

A draft presidential decree “On measures to introduce an effective system of interaction with business entities and further strengthen their legal protection” was publicized.

In order to support businesses in the field of catering and retail trade by July 1, 2022, the Ministry of Justice together with the Commissioner for Entrepreneurs, the Ministry of Economic Development and Poverty Reduction, the State Tax Committee, the Service for Sanitary and Epidemiological Welfare and Public Health and the Chamber of Commerce and Industry will submit to the Cabinet of Ministers a draft regulatory legal act aimed at support, providing for:

•  simplification of service rules, as well as sanitary norms and rules established for public catering and trade enterprises that do not meet modern requirements;
•  reduction of state interference in the activities of business entities providing catering and retail services, the introduction of a mechanism that encourages the reduction of the shadow economy and informal employment.

From July 1, 2022, insurance organizations will be prohibited from paying brokerage fees under insurance contracts for loans provided by commercial banks at the expense of the budget system.

The Central Bank, together with the Ministry of Finance, approves the terms of the agreement between credit and insurance organizations, including the choice of insurance organizations recognized as credit organizations.
