The draft law “On making additions to the Criminal and Criminal-Procedural Codes in connection with the strengthening of measures to combat the illegal circulation of cultural assets” was announced.
The project was developed in order to increase the effectiveness of measures to protect cultural heritage objects and prevent their illegal circulation.
According to the project, the Criminal Code shall be introduced criminal responsibility for the following actions:
• illegal transportation of material and cultural resources through the customs border of Uzbekistan;
• looting (regardless of the method) of objects and documents of special historical, scientific, artistic or cultural significance;
• not returning the objects of artistic, historical and archaeological heritage of the peoples of Uzbekistan and foreign countries to the territory of Uzbekistan.
In order to increase the effectiveness of measures aimed at preventing crimes in the field, it is proposed to establish a special measure of responsibility for the robbery of valuable items and strengthen criminal liability for their commitment. The Criminal Code is supplemented with Article 169-1, and it is proposed to set the age of the subject of this crime at 14 years.
