Local state authorities and governors being deprived of some powers

The President signed the law “On Amendments and Additions to Certain Legislative Documents of the Republic of Uzbekistan”.

According to Norma, the introduced changes relate to the powers of local state authorities, governors, customs authorities, the Ministry of Economy and Finance, and the requirement to conduct a mandatory audit of the LLC.

The following powers of local state authorities are being abolished:

•  control of compliance with clinical and statistical standards of the quality of medical care;
•  implementation of state control over the quality and safety of iodized salt and iodized food products, as well as their storage conditions.
 
Governors are deprived of the authority to apply to the court for the collection of debts for the payment of utility bills and mandatory contributions from the owners and users of the housing.

In addition, the obligation to undergo an annual external audit for LLCs whose balance sheet value exceeds 100,000 BCAs is canceled.

Currently, customs authorities do not supervise the fulfillment of obligations regarding compulsory insurance by the owners of vehicles registered in foreign countries and temporarily used in the territory of Uzbekistan. This authority remains in the state traffic safety service.

Certain powers of the Cabinet of Ministers, the Ministry of Finance and Economy to regulate audit activities are transferred to non-governmental non-commercial organizations – republican public associations of auditors. In particular, the following powers are being transferred to the associations of auditors:

•  approving the model program of training of auditors;
•  determining the procedure for conducting the qualification exam (in agreement with the Ministry of Finance and Economy);
•  allowing or rejecting the candidate to pass the qualification exam;
•  issuing and re-issuing the certificate, issuing the certificate and its duplicate.
