EV import costs rise fourfold in Uzbekistan with new utilization fees
As of today, a utilization fee of 45 million UZS is being charged for electric vehicles that are less than three years old. However, there is still no information on the official procedure on how the collected funds will be used.

Starting May 1, Uzbekistan has raised the utilization fees for electric vehicles.
According to a resolution signed by the Prime Minister on January 31, the new fees are as follows:
- For electric vehicles less than three years old: the fee has quadrupled from 30 base calculation units (BCUs) – 11.25 million UZS – to 120 BCUs (45 million UZS).
- For electric vehicles older than three years: the fee has increased 2.3 times, from 90 BCUs (33.75 million UZS) to 210 BCUs (78.75 million UZS).
Earlier, Kun.uz illustrated how this change affects prices in practice using the example of the Changan Deepal S07. For this model, which has a customs value of $22,800, the cost of import has risen from $3,600 to as much as $6,200.
A video circulating on social media demonstrates the updated customs fees for the BYD Song Plus Champion. As of May 1, the vehicle is subject to the following charges: a customs fee of 937,000 UZS, 12% VAT totaling 37.923 million UZS, and a utilization fee of 45 million UZS – bringing the total customs cost to 83.86 million UZS.
It was previously reported that a new HS code is being considered for extended-range electric vehicles (EREVs) – cars that use both an electric and internal combustion engine but operate solely on electricity.
Under the Prime Minister’s January 31 decree, a procedure for the effective use of the collected utilization fees was to be developed within two months. So far, there has been no official update on the adoption of this procedure.
