Government scraps complex auction process for prestige license plates

Uzbekistan will abolish the sale of so-called prestige license plates through auctions starting 1 January 2026, under a new government resolution.

Officials said the current system was unnecessarily complicated and restricted access for most citizens. Auctions required significant time and effort, while the high starting prices for certain categories meant that only a small segment of the population could afford them.

From 2026, both individuals and companies will be able to directly choose available letter–number combinations from a continuously updated open online database. Applications will be processed electronically in real time.

The database will be accessible through infokiosks at Ministry of Internal Affairs registration offices, the Traffic Safety Service’s mobile app and official website, as well as the Unified Portal of Interactive Public Services.

Selected plates will be issued for a one-time premium fee, the size of which will be determined by the state-owned enterprise Uzavtomotobelgi starting 1 October 2025. From the same date, the Uzbekistan Commodity Exchange will end all auctions for prestige license plates.

Plates that remain unsold from previous auctions, or those produced but not distributed, will be reassigned. Categories 1–3 will be issued for the premium fee set by Uzavtomotobelgi, while categories 4–6 will be distributed under the existing procedure for standard plates.

In addition, beginning 2026, Uzavtomotobelgi will have the right to offer unique license plates with custom letter–number combinations through open electronic auctions.
