Three foreign bidders advance in Mobiuz privatization race

Bidders have been granted additional time to improve their price offers until January 23, 2026.

Three foreign companies are competing for the privatization of mobile operator Universal Mobile Systems (Mobiuz), according to the press service of the State Assets Management Agency.

During the first stage, 10 foreign investors submitted non-binding offers (NBOs). Following a review and based on recommendations from consultants Rothschild & Co and KPMG, seven bidders were admitted to the final stage – submission of binding offers (BOs).

At the final stage, bidders were granted access to a virtual data room containing comprehensive analytical reports prepared by the consultants on Mobiuz’s financial, tax, and legal activities. They were also given the opportunity to visit Mobiuz to gain an in-depth understanding of its operations, meet with company management, and discuss matters of interest.

In addition, participants signed an agreement outlining the key terms for acquiring the mobile operator and its future operations.

By December 19, six bidders had submitted binding price offers for the acquisition of Mobiuz. Based on an analysis of the submitted BOs and taking into account international best practices, three bidders were identified as having offered the highest prices and competitive terms across other key transaction parameters.

The shortlisted bidders have been granted additional time to improve their offers until 11:59 p.m. Tashkent time on January 23, 2026.

Public auctions for the sale of a 100 percent stake in the mobile operator began in June. At the initial stage, consultants from Rothschild & Co and KPMG accepted expressions of interest (EoIs) from 15 bidders, including local companies as well as investors from the United States, Europe, the Middle East, the South Caucasus, and East and Central Asia. In November, the Agency for State Asset Management received 10 non-binding price offers for the purchase of Mobiuz.
