Traffic cameras in Uzbekistan start identifying drivers without licenses online
The Road Safety Service of the Ministry of Internal Affairs (MIA) Public Safety Department has announced the deployment of advanced digital technologies to detect individuals driving without a valid license or those previously disqualified from driving.

According to the ministry’s press service, facial recognition cameras and photo-video recording devices have already been installed along major highways across the country. These systems underwent a testing phase from February 23 to March 3, during which multiple instances of disqualified individuals driving vehicles and using mobile phones while behind the wheel were successfully identified.
Following the successful trial period, these devices are now fully operational. The system identifies violators in real time and automatically initiates legal action. This move is part of a broader effort to leverage digital surveillance to prevent the public risks associated with unauthorized driving.
The authorities emphasized that the integration of facial recognition allows for a seamless transition from detection to enforcement, ensuring that those who ignore court-ordered bans or fail to obtain a license are held accountable.
Under current legislation, the penalties for these violations are severe:
- Administrative liability: According to Article 135, Part 3 of the Code of Administrative Responsibility, driving while disqualified from doing so results in a fine of 50 times the Base Calculating Value (BCV).
- Criminal liability: If a person continues to drive after being subjected to administrative punishment, they may face charges under Article 261² of the Criminal Code. This can result in a fine ranging from 50 to 100 times the BCV, up to two years of correctional labor, or imprisonment for a term of two to three years.
By automating the detection of such offenders, the ministry aims to improve road safety and ensure that legal restrictions on driving are strictly observed.
