Surveillance cameras to start recording traffic penalty points from April 1, targeting drivers – not owners
Starting from April 1, 2026, Uzbekistan will implement a significant update to its traffic enforcement system by integrating automated surveillance cameras into the penalty point calculation process.
Under the new regulations, traffic violations captured by specialized photo and video recording systems will officially contribute to a driver’s cumulative penalty point record.
Previously, such points were primarily assigned during direct interactions with traffic safety officers. The expansion to automated systems is intended to increase driver accountability and reduce the overall frequency of road rule violations across the country. By leveraging technology, the authorities aim to create a more consistent and comprehensive monitoring environment.
A key feature of the updated legislation addresses the fair distribution of these points. According to the new mechanism, if a vehicle is operated by someone other than the legal owner, such as through a power of attorney, insurance policy, or waybill, the penalty points can be attributed directly to the individual who committed the violation rather than the vehicle owner.
