Government approves new procedure for recognizing foreign academic degrees
The government of Uzbekistan has officially established a new procedure for the recognition of academic degrees obtained in foreign countries. Under the new rules, applicants must submit their documents through state services to undergo the nostrification process, ensuring their foreign qualifications are legally valid within the republic.
The Cabinet of Ministers approved the administrative regulations for the "Provision of State Services for the Recognition of Documents on Academic Degrees Obtained in Foreign Countries" through Resolution No. 161, dated April 9, 2026. This legal framework outlines how academic degrees issued by foreign attestation bodies or accredited higher education institutions will be handled.
According to the regulations, degrees will undergo an expert evaluation by the competent authority. In specific cases, documents may be recognized and nostrified directly without a formal expert examination. Candidates wishing to utilize this service can apply in person at State Service Centers or register online through the Single Interactive State Services Portal (my.gov.uz).
The application process requires a notarized copy of the foreign academic degree document along with a copy of the dissertation. A fee amounting to 1.0 times the Base Calculating Amount (BCA) is charged for the service. Once the authenticity of the submitted documents is verified, an internal scientific expert evaluation is conducted within 20 days.
If the expert evaluation yields a positive result, a certificate of nostrification is issued to the applicant. In the event of an unsatisfactory assessment, a formal decision for rejection will be provided. All issued certificates are stored digitally in the electronic documents repository for easy verification and access.
