Uzbekistan to launch new scholarship program for foreign students
Uzbekistan plans to launch the “New Uzbekistan Scholarship” program, allowing up to 500 talented foreign students each year to study at the country’s universities on state-funded grants.

A presidential decree aimed at improving the higher education, science, and innovation system introduces a set of measures to further internationalize higher education and attract more foreign students.
The program will use unallocated state-funded places in bachelor’s degree courses at public universities. Under this scheme, up to 500 gifted foreign students each year will receive the opportunity to study free of charge at higher education institutions in Uzbekistan.
Starting from the 2026-2027 academic year, Uzbekistan will simplify the admissions process for foreign students. Alongside existing procedures, applicants will also be able to apply through the “Study in Uzbekistan” platform.
In addition, graduates of programs taught in a foreign language will not need to submit a separate foreign language proficiency certificate when applying for the next level of study.
The government will also establish a Centre for the Development of Higher Education and Global Cooperation to strengthen international partnerships. It will create new structures to support digital education, artificial intelligence development, and youth innovation initiatives.
