Authorities propose fines for evading paid parking fees

Drivers who fail to pay for the use of paid on-street parking spaces in Uzbekistan could soon face administrative fines of more than UZS 800,000 under a draft law initiated by the Tashkent city administration.

The proposal, published for public discussion, would amend the Code of Administrative Responsibility by introducing a new Article 128-11, titled "Evasion of payment for the use of paid parking spaces."

Under the draft, motorists who fail to pay the required parking fee within the established period or deliberately evade payment would be fined twice the base calculation amount. The fine would stand at UZS 824,000 until September 1 and increase to UZS 880,000 from that date, following the scheduled rise in the base calculation amount.

The proposed penalty would not apply to individuals who are legally entitled to use parking spaces free of charge or on preferential terms.

According to the draft, non-payment would be detected through automated photo and video recording systems. Traffic patrol officers would be authorized to review such cases and impose administrative penalties.

The explanatory note accompanying the proposal says that around 15,000 drivers use Tashkent's paid parking spaces every day. However, only 2–3% of them – approximately 300–450 motorists – currently pay the required fee.

Over the course of a month, the number of users reaches about 465,000, yet only 9,300–12,950 drivers make payment, according to the document.

The authors of the draft say introducing administrative liability would improve payment discipline among motorists, support the effective operation of the paid parking system, and reduce violations related to its use.

The draft law has been published on the Regulation.gov.uz portal for public consultation. Comments and suggestions can be submitted until July 28.
