The report was presented by the Anti-Corruption Agency at the 18th plenary session of the Senate.
A total of 7,517 people were prosecuted for corruption-related offences in 2025, while the damage caused to the state exceeded UZS 2.9 trillion.
The findings were presented as part of efforts to implement tasks set at an expanded meeting of the National Council on Countering Corruption chaired by President Shavkat Mirziyoyev. The authorities examined the causes of corruption and bureaucracy in healthcare, education, employment, banking and cadastral services.
Following inspections in the regions and ministries, field meetings were held and targeted roadmaps were approved for districts and cities with high corruption risks.
The Senate discussion focused on systemic problems and shortcomings identified in these areas.
Public procurement violations exceed UZS 12.6 trillion
The report found that the largest number of corruption offences was recorded in preschool and school education, healthcare, local administrations and commercial banks.
It also identified corruption risks in the drafting of legislation. One in every four draft regulatory and legal acts was found to contain corruption-promoting factors.
Violations worth UZS 12.6 trillion were identified in public procurement.
The report further noted that some government agencies and regions recorded unsatisfactory results in corruption-prevention effectiveness and transparency indices.
