The Ministry of Justice announced that the relevant regulatory document was registered on October 31, 2026, under No. 3964.

According to the document, the index will be calculated annually using four indicators: the speed at which graduates find employment, the rate of stable employment, average monthly earnings and employment category.

The reporting year will cover a 12-month period from July 1 to June 30 of the following year.

Special provisions apply to graduates from socially vulnerable backgrounds who are included in the Social Protection Register. They will receive the highest weighting coefficients for the employment speed and employment category indicators. They will also be counted as having stable employment when the corresponding indicator is calculated.

If a graduate falls into several employment categories at the same time, the highest applicable bonus coefficient will be used.

The initiative was introduced under Presidential Decree No. PF–58 of April 10, 2026. Under the decree, career centers at the 20 higher education institutions with the highest Graduate Quality Index scores will each receive UZS 500 million in annual financial incentives.

The index itself was introduced by a Cabinet of Ministers resolution dated September 29 to assess the employment outcomes of graduates of higher education institutions.
